The term subliminal means "beneath a limen" (sensory threshold). This is derived from the Latin words sub, meaning under, and limen, meaning threshold. A subliminal message is a signal or message embedded in another medium, designed to pass below the normal limits of perception. These messages are unrecognizable by the conscious mind, but in certain situations can affect the subconscious or deeper mind and later actions or attitudes.
Subliminal techniques have occasionally been used in advertising and propaganda; the purpose, the effectiveness, and the frequency of the application of such techniques is debated. It's been used extensively throughout the years, even during the Bush campaign. We (all) remember the subliminal message in a pro-Bush in which the word RATS appeared to give a negative connotation to Al Gore.

Timing
I think it's more of as timing issue. Unless you see the image just as you are about to vote, it won't really work. It goes back to the use of it in American film theaters in the 1950's. When they projected an image of a cold cup of soda or some other food while you were watching the film it was at that moment you got thirsty or hungry. I don't think the effect lasts very long. Watching it on the news cast doesn't mean you will subconsciously recall it when it comes time to vote.

After watching carefully, my local Fox station opening does not have any hidden, subliminal images.
Maybe they changed it back
